COMPREHENSIVE STANDARD 3.2.11 (CS-M12):

for, and exercises appropriate administrative and fiscal
control over, the institution’s intercollegiate athletics
program.

Comments:
The institution indicates compliance with this standard.
This assertion is supported by the indication that the chief
executive officer signs athletic compliance documents and
athletic scholarship forms. The institution indicates that
the college president has assigned this function to the
Central Park Campus Provost; however, the Organizational
Chart provided indicates that the athletic director reports
to the Provost by “dotted line”. Further, the president’s
job description indicates that the athletic director reports
to the president by “dotted line”.
Response:
The President of Collin County Community College District
(CCCCD) holds overall organizational responsibility for
directing the District’s intercollegiate athletics program
and is the final signatory on all athletic reports, budgets,
and scholarships. Daily supervision of the athletics program
has been assigned to the Provost of the Central Park Campus
through the Athletic Director portion of the Associate Dean
of Mathematics and Natural Sciences/Athletics Director position.
The job descriptions and organizational charts for the
President, Central Park Campus Provost, and the Athletic
Director have all been reviewed, clarified as necessary
to reflect correctly the reporting structure, and are attached
for review (References 1,2,3). The Athletic
Director portion of the Associate Dean of Mathematics/Natural
Sciences/Athletic Director position reports to the Central
Park Campus Provost (Reference 4). As
noted on the President’s organizational chart, the Central
Park Campus Provost reports directly to the President (Reference
5).
In 2003, athletic program eliminations involved significant
organizational restructuring, and, at that time, the Associate
Dean/Athletic Director position was given additional responsibilities
and moved, as part of the Physical Education program, to
report to the Dean of Mathematics and Natural Sciences (Reference
6). The Athletic Director position continued to report
to the Central Park Campus Provost. These dual reporting
paths give the ultimate control of and responsibility for
the District’s intercollegiate athletic programs to the
President.
