
CORE REQUIREMENT CR 2:
The institution has a governing board of at least five members that is the legal body with specific authority over the institution. The board is an active policy-making body for the institution and is ultimately responsible for ensuring that the financial resources of the institution are adequate to provide a sound educational program. The board is not controlled by a minority of board members or by organizations or interests separate from it. Neither the presiding officer of the board, nor the majority of other voting members of the board, have contractual, employment, or personal or familial financial interest in the institution.

Collin County Community College District (CCCCD) is governed
by a nine-member Board of Trustees (Reference
1). The CCCCD Board of Trustees derives its legal status
from the Texas Constitution and the State Legislature (References
2, 3). Each CCCCD Board member is elected on an at-large
basis in a general election held in Collin County (Reference
4). A six-year staggered term of office ensures three
CCCCD Board members are elected every two years. The CCCCD
Board elects from within its membership four individuals
to serve as Chair, Vice-Chair, Secretary, and Treasurer.
The CCCCD Board meets monthly.
The CCCCD Board’s authority is outlined in legal and local policies
maintained by the Texas Association of School Boards (TASB)
(References 5, 6). The CCCCD Board is
the policy-making body of the institution and is ultimately
responsible for ensuring that the financial resources of
the College are adequate. In addition to reviewing monthly
financial reports, the Budget Committee of the Board of
Trustees is responsible for overseeing the budget development
and approval process. The Audit Committee of the Board
of Trustees reviews the external audit report in detail
and makes recommendations to the entire Board concerning
the audit findings and audit process. All local college
district policy decisions require a majority vote of a quorum
of the CCCCD Board at public meetings (Reference
7) posted in accordance with Open Meetings policies
in the State of Texas (Reference 8).
None of the CCCCD Board members have contractual, employment,
personal, or familial financial interest in the College
(Reference 9, 10). CCCCD local college
district policies are found in various CCCCD publications
(Reference 11).
