COLLEGE PRESIDENT:
QUALIFICATIONS AND DUTIES

                               The Chief Executive Officer of the College District shall be the College President.
QUALIFICATIONS The College President shall have an earned doctoral degree from a regionally accredited university with a minimum of ten years executive level administrative experience in higher education, preferably the community college; a demonstrated excellence in teaching and scholarship; a demonstrated quality of interpersonal and leadership skills; and the ability to work effectively with all aspects of the District's internal and external community.
PRESIDENT'S OFFICE The College President is responsible for:
  1. Developing the College District's master plan for operations;
  2. Submitting the annual budget to the Board;
  3. Ensuring accurate, complete records required by state and federal law and the state Coordinating Board;
  4. Nominating to the Board for appointment, promotion, or dismissal all professional personnel of the College District;
  5. Issuing administrative procedures as necessary for the effective administration of the College District;
  6. Directing the development of the College District's capital construction program;
  7. Providing for the in-service professional improvement of all personnel;
  8. Initiating projects under the various federal aid programs;
  9. Establishing and maintaining an adequate public relations program;
  10. Providing dynamic and effective leadership in the development and growth of the district; and
  11. Performing other duties as assigned by the Board.

In addition, the College President has primary responsibility for staff, Board and community relations, as well as for contacts with local, state, and federal agencies.
